Image to PDF Converter

Photos and scans into a single PDF, in the order you choose, assembled in your browser, never uploaded.

In short

To turn photos into a PDF, add each image in the order you want the pages, choose a page size, and export. Doing it in the browser matters for documents. The files most people need to convert are exactly the ones that should not be uploaded to a stranger’s server.

Runs entirely in your browser. Nothing you type here is uploaded, stored or logged.

Why do this in the browser

Look at what people actually convert to PDF: passport scans for a visa application, bank statements for a mortgage, signed contracts, medical forms, proof of address.

Almost every free online converter uploads those files to a server, processes them there, and hands back a link. The file sits on infrastructure you know nothing about, for a retention period you didn't agree to. For a holiday photo that's fine. For a passport it is not.

This assembles the PDF locally and saves it straight to your device. You can prove it: load the page, disconnect from the internet, and it still works.

Choosing a page size

A4 (210 × 297 mm) is standard everywhere except North America. Letter (8.5 × 11 in) is standard in the US and Canada. If a form specifies one, use it, printing A4 content on Letter paper crops the bottom, and Letter on A4 leaves an odd margin.

Fit to image makes each page exactly the size of its image, with no padding. Right for photo books, screenshots and anything not intended for printing; wrong for anything someone will print or bind.

Getting a good scan with a phone

Most of the quality problems with phone-scanned documents come from the photograph, not the conversion:

  • Flat, even light. Near a window beats overhead light, which casts your own shadow across the page.
  • No flash. It produces a bright hotspot and hard shadows at the edges.
  • Shoot straight down. An angled photo gives you a trapezoid, and no page size fixes that.
  • Fill the frame but leave a small border, so nothing is clipped.
  • Plain contrasting background. A white page on a dark table is easiest to read.
  • Check focus before you leave. Blurry text is unreadable at any file size.

Keeping the file under an upload limit

Phone photos are typically 3–5 MB each, so a ten-page document can reach 40 MB. Above most portal limits, which commonly sit at 2, 5 or 10 MB.

The quality slider re-encodes each image. For scanned text, 70–80% usually more than halves the size with no visible loss, because documents are mostly flat white and compress extremely well. Photographs need a little more.

If you're still over the limit, reduce the image dimensions first with the image resizer. A 4000-pixel-wide scan of an A4 page carries far more detail than any reader needs. 1600 pixels is comfortably legible.

Page order matters more than people expect

Multi-page documents submitted out of order are a common reason applications get returned. Drag the thumbnails into sequence and check the numbers before exporting. It takes ten seconds and saves a round trip.

A note on what this PDF is

Each page contains the image, embedded as JPEG. That means the result is a picture of your document, not searchable text, you cannot select or copy from it, and nor can anything else.

For most submissions that's exactly right, and often preferred. If you need selectable text you need OCR, which is a different job requiring recognition rather than conversion.

Frequently asked questions

Are my documents uploaded?

No. The PDF is assembled in your browser and saved straight to your device. This matters more here than for most tools. The files people convert are typically passports, bank statements, contracts and forms, which are exactly the documents that should not be passing through someone else's server.

How do I get the pages in the right order?

Drag the thumbnails, or use the arrows on each one. The order shown is the order they appear in the PDF, and each thumbnail is numbered so you can check before exporting.

What page size should I use?

A4 for anywhere outside North America, Letter inside it. Choose "fit to image" if you are making a photo book or want no white margin, each page then matches its image exactly rather than being padded.

Will the file be very large?

It depends on your photos. Phone images are often 3–5 MB each, so ten pages can reach 40 MB, above many upload limits. The quality slider re-encodes them; 80% typically cuts the size by more than half with no visible difference on a scanned document.

Can I convert a PDF back to images?

Not here. This goes one way. Extracting pages from a PDF needs a full PDF parser, which is a considerably larger piece of software than the writer used to build one.
